Your manuscript minute, on the float copy of the draft letter of 6 March from Lord Caithness to the Guardian, queried the use of the expression "heads of households".

This unfortunate phrase crept into public statements at an early stage in an attempt to distinguish between the different sorts of citizenship to be given to principal beneficiaries (the later "improved" designation for these people) as distinct from their spouses and children. As I recall, the Home Secretary and Mr Lloyd both made use of defensive material during the passage of the Bill to explain that the scheme was in no way discriminatory and that what was really meant was the "key" person or principal beneficiary.
3. I agree that it would be better to avoid the phrase "heads of household" in future public material.
