Isons not of full age or capacity
An application for a recommendation may be made on behalf of someone not of full age or capacity by his father or mother or any person who has assumed responsibility for his welfare.

Guidance Notes
The Director of Immigration may for the purpose of assisting
applicants for a recommendation issue Guidance Notes not
inconsistent with the Act or these regulations or with any order in
Council made in accordance with Schedule 1 to the Act, but such
notes shall not be relied on by any person
or legal procedure on any matter.
