I am grateful for your letter to the Secretary of
State for Wales on the feelings of your colleagues in the
Hong Kong civil service over the British Nationalty Scheme
for Hong Kong. He has passed your letter of 14 March 1991
on to me for reply.
I very well understand the sentiments of your
former colleagues as represented by you. There was much
concern among professional people in Hong Kong generally
about their future, although some of this concern has been
addressed by the British Nationality Scheme. The British
Nationality Scheme is designed to anchor key people in Hong
Kong. As such, it would not be possible, nor indeed fair,
if civil servants were given preference
