The situation of an applicant finding himself in an over-subscribed group is not unique to the civil service. Whether or not these people and their families are the

sort we need in the UK is not really the point; the

objective of the Nationality Scheme is to encourage such

people to remain in Hong Kong, not to come here.

I understand the plight of separated families, and the importance of retaining key people in Hong Kong. The British Nationality Scheme has been designed to give key people in Hong Kong the assurance of British citizenship.

Hong Kong in quest for such an assurance. I believe that

the Scheme will fulfil this objective. I am sending a

copy of this letter to the Secretary of State for Wales

and to Mr Michael Stern MP.
