MP'S LETTER: MR MICHAEL STERN MP AND RT HON DAVID HUNT MP:

BRITISH NATIONALITY SCHEME

1.

The letter of 26 March from Michael Stern MP enclosed

one from his constituent, Mr Walton-Masters, to the

Secretary of State for Wales about some Hong Kong civil

servants' views of the British Nationality Scheme.

2.

Mr Hunt's office had no record of receiving

Mr Walton-Masters' letter. We sent them a copy and they have now agreed that they would be grateful if an FCO Minister could reply.

3.

I therefore now submit draft letters from the Minister

of State to Mr Walton-Masters and to Mr Stern. The

substantive draft draws on advice from the Hong Kong

Government. Mr Walton-Masters' main concern is that more

civil servants should qualify under the Scheme; but that

would leave fewer places for other applicants. I think the draft addresses all his points, except the suggestion that some civil servants have not applied for fear of

compromising themselves with the Chinese. This may well be true, but we should try to avoid saying so unless pressed.
