Mr Lloyd has asked me to thank you for your letter of 11 December 1990, in which you ask that an approved secondment scheme for British companies in Hong Kong should be reconsidered.
Mr Lloyd has noted your views but remains confident that the points available for those employed by British firms will be sufficient to given them an advantage over other equally qualified applicants. However, the operation of the scheme will be kept under review and if it appears later that there is a case for some additional assistance to British firms, the Government will be prepared to examine that case and consider what shape any additional help might take.
