This also means that we will capture good quality candidates for the scheme at the level of response achieved. initial analysis of the applications received supports this assessment. We are confident that the scheme has provided for the people targeted, i.e. those who would otherwise emigrate at a loss to Hong Kông.

The Scheme has already done its part in restoring local confidence. The objective of the Scheme is to provide Hong Kong people with an insurance policy at a time when Hong Kong was suffering a serious confidence crisis. "Announcement of the Scheme has already done this. The Scheme has also helped to convince many local poeple that HMG has been fulfilling its obligations towards Hong Kong. This provides a stabilising effect on the community. Moreover, the Scheme has also acted as ă catalyst, encouraging other countries to implement various schernes specifically for Hong Kong people.
