Looking at the overall outturn, both in terms of total numbers and the range of applicants, we seem to have achieved the right measure and balance. The Scheme being totally transparent allowed potential applicants to see for themselves how well- qualifed they would be under various categories. The Hong Kong community is practical-minded. My impresion is that a lot of people got the forms, weighed up their likely scores and then, if the score looked unpromising, decided not to proceed. Obvously, we had to make contingency preparations to prevent being swamped. With hindsight, we ought to have realised, perhaps, how shrewd the community would be in assessing accurately their chances of being qualified under the scheme.
Our priority now is to process all the applications as quickly and fairly as possible through the Steering Committee. We aim to register 20 000 families in a year.
