nationality. The number eventually given the Governor's recommendation for registration is estimated to be about 25, which could be absorbed in the directorate component of the SSC. This means that senior clinical lecturers or readers who number about 120 in the Universities will not be regarded as directorate officers, although in salary terms and some other respects they are not dissimilar.
I hope this letter explains fully the circumstances which led to the Governor's decision not to include generally the senior academic staff of the public Universities in the SSC. He has also ruled that the claims of the other academic staff under SSC can only be considered on grounds of political vulnerability, i.e. Group 3 on a case by case basis, in the same way as claims from other civil servants outside those grades specifically included in the SSC. The vice-chancellors of the two Universities fully support this decision of the Governor, and have accepted that in the circumstances a more generous treatment could not be given.
