Introduction

After careful consideration and taking note of thrust of public opinion expressed on the subject, the Administration concludes that Hong Kong should contribute $230 million towards Her Majesty's Government (HMG) 's effort in enforcing the United Nations' (UN) resolutions in connection with the crisis in the Gulf. In coming to this conclusion, the Administration believes that the following factors are compelling.

The coalition forces, of which those of HMG form a significant part, are acting to carry out the resolutions of the Security Council of the UN. This is an international effort to uphold the principles and decisions of the UN.

The results of the conflict are likely to have international implications which affect all countries and territories.
