of well known and respected entrepreneurs, with an established reputation for large-scale investment and employment in the Territory, whose departure would do much to undermine confidence there. The Key Entrepreneurs Section would offer up to 500 places for people in this category.
Procedure

The Governor would invite those whom he considered might be qualified under this scheme to submit an application, together It would be open with supporting documents, by a specified date. to others who wished to be considered in this category to indicate their interest on an application form submitted under
