Not so.
Hong Kong Government (HKG) are confident that the scheme will provide for the people targetted. Experience with the applications already received supports this
assessment.
- As the points system is totally transparent, potential applicants are able to assess their own scores in advance.
HKG believe that one of the reasons why the number of applicants is not greater is that only those who feel sure that they have a reasonable chance of success have applied.

Conversely, people who are not demonstrably "key" do not
seem to be applying.

- HKG estimate that they would break even with 33,000 applications and believe that the chances of not reaching that figure are very slight. If necessary, they would adjust their staff resources.
