"The objective of the scheme was to provide local people with an option of an insurance policy at a time when Hong Kong was suffering from a serious confidence crisis. The announcement of the scheme achieved this," he said.
"The scheme has since exerted a stabilising effect
on the community.
"Moreover, it has acted as a catalyst in encouraging
other countries to provide similar assurance schemes specifically for the people of Hong Kong, and the result has been a much wider range of options for people to choose
from.
"All in all, the scheme has played its part in
restoring local confidence by anchoring key people in Hong
Kong," he said.
