the majority of beneficiaries and ensure the numbers obtaining
British citizenship under the 1981 Nationality Act within the
group of interest are relatively small. Analyses over time by
country of last residence, especially Hong Kong, should provide
a guide to movements.
Summary of conclusions and recommendations
8. The HKG should be able to provide HMG with information on
the numbers of beneficiaries moving into and out of Hong Kong.
We have asked for a breakdown by age, sex and destination
although it is not certain exactly what information will be
provided. To ensure that we have some idea of the likely numbers
of beneficiaries entering the United Kingdom and as a backup to
any HKG information, Ministers are asked to approve that the question "Did you acquire full British citizenship prior to March 1991?" is asked of IPS respondents who are British citizens and
who were born in either Hong Kong or China.
