Thank you for your letter of 25 January enclosing a copy of a letter from Mr Lloyd's secretary to the British Chamber of Commerce. Needless to say, we ourselves had not received a copy of this letter.

I therefore spoke to the Home office, to reiterate our continuing wish to be copied in on correspondence of this kind. I emphasised your particular difficulties when such letters are sent out without your knowledge. I drew fully on paragraph 2 of your letter.

I suspect that in practice a continuous process of nagging will be necessary in order to keep our Home Office colleagues up to the mark in this respect. therefore, further examples of failure to copy outward Ministerial correspondence to Hong Kong come to your notice, please let me know immediately.
