Problem

A 1. A letter from Wirral Borough Council containing a

resolution passed by the Council on the future of Hong Kong and in particular calling on HMG to allow right of entry to UK to all British passport holders in the territory.

Recommendation

2. I recommend that the Secretary of State send a reply as in the attached draft which is on standard lines.

Background

3. The request that all British passport holders in Hong Kong be given right of abode is an old chestnut about which little is heard these days, either here or in Hong Kong.
