Computer System for the UK Team in Hong Kong

Thank you for your letter of 14 January.

I have gone over at some length with Finance Branch the difficulties at your end in procuring the computer system and signing the contract on our behalf. Rather reluctantly, Finance Branch have agreed that they would agree to reimburse you the costs of procuring the system, subject to ownership of the hardware being handed over to HKG at the end of the programme. They argued that since we would be paying for the acquisition of a permanent asset which would be used in Hong Kong for a special Hong Kong programme, as a matter of principle, ownership of the hardware should be handed over to HKG after HMG has finished using it under the Hong Kong programme. ownership reverts to HKG afterwards, our position would be much more defensible if our politicians make heavy weather of this issue.
