Spain and Hong Kong Certificates of Identity

1. Paul Dixon in Bordeaux telephoned to tell me that two people who were holders of Hong Kong Certificates of Identity had been refused entry into Spain because the Spanish did not recognise the Certificates of Identity as valid travel documents.

2. He checked this with the Spanish Consulate in Bordeaux who told him that they had not recognised Certificates of Identity as valid travel documents since 1986.

3. Mr Dixon wanted to know if we had heard of/encountered similar problems before. I said that I was unaware of any but would mention it to you.
