INTERNATIONAL MIGRATION AND POLICY OPTIONS FOR THE FUTURE

1. Your minute of 1 July invited comments on the draft policy options paper.

2. The West Indies provided the first substantial influx of post-war economic migrants to Britain. Although there is still some persistent migration from the region, it is now mainly of skilled an educated people. Relatively few choose to come to Britain anyway, preferring North America. The non-anglophone countries if the region and in particular, Haiti are unlikely to become a direct threat to Britain, though they might just pose a minor problem for other EC members, particularly Spain and France, in practice they too are more likely to head towards North America or to look for opportunities elsewhere in the Caribbean Basin.

2. Of the 3 strategy options, I accept what you conclude about a laisser-faire approach. Closing the door more firmly than at present would be, for WIAD's clients, an unnecessary and unwelcome development. Seventeen of whom them
