If your people would like to proceed, I should like to be appointed as Montserrat! official agent for industrial development and emmigration in Hong Kong. After --- which I will commission an economic and social impact study to be done. If the results are favorable, I will return to Montserrat to meet with your people to draft a suitable plan which I will present to the Hong Kong Government so it can be officially registered with them.
