cupboard 1. I enclose a copy of the US Immigration Bill which was eventually signed by President Bush on 28 November. You will see from the contents that the following sections apply specifically to Hong Kong: Section 103, Section 124, Section 152, and Section 154.

I understand a copy of the conference report which also contains the legislation has already been sent by HKTDO to Hong Kong.

You, and Hong Kong, will clearly wish to form your own assessment of the provisions in the Act. Although the key provision that Hong Kong residents awarded visas can hold them until the year 2002 may not have completely met all our concerns, it goes a considerable way towards doing so, and breaks new ground in American immigration law. If you agree, it might be appropriate for the Governor of Hong Kong to write a short letter to those Congressmen who were most instrumental in supporting the Hong Kong provisions, and in securing adoption of the Bill as a whole. In our view, these should include: Senators Simon, Simpson, and Kennedy (a co-sponsor of the Senate Immigration Bill), and Congressmen Solarz, Porter, Morrison, Berman, Fish and Frank. I understand that Congressman Solarz has already written to the Governor.
