I should like to take up one aspect;

It is uite true that the Canadian Government have played a valuable role in giving a home to "boat people" Insofar as these people were in Hong Kong (as almost all have been) before their admittance to Canada, Canadian policies are pure gain for us. In other respects, the balance is not SO positive. On right of abode, the Canadians did not choose to alter their policies as we wished. There is some flexibility in their existing immigration rules which allows Hong Kongers to return to Hong Kong once they have established right of residence here. These provisions may help to meet the aims of our right of abode proposal S they were introduced well before we put our to the Canadian Government and are а piece of domestic policy making. Canada has taken a good many immigrants from Hong Kong in the past few years. These have tended to be young, skilled people and/or

3. You ask for a short sharp picture of how Canada immigration policies are benefiting the UK.

We hope we can supplement the above with an Occasional Paper on immigration which we shall produce as time permits. We hope that paper might say something about British emigration to Canada.
