1. In the light of your minute of 11 April to Mr Morris, we and SAAD have reflected further on this problem and come up with a modified approach to meet St Helena's interests. We have recast the submission to take account of this and to
cover the other points you raised. I attach the new
submission.
2.
SAAD have briefed the Governor-designate of St Helena who is content: he much prefers this approach to our original proposal.
