I am not entirely happy with this submission.
It is not clear to me how we would present publicly the abolition of the whole quota. What reasons would we give for this decision?
3. I am also a little uneasy about the impact on St Helena. When I raised this issue with the Governor-designate this afternoon he told me that he was only content with the approach because he was under the impression that there was no alternative. But he thought the impact on St Helena would be pretty severe. Have we considered the possibility of exempting St Helena from the abolition?
4. Paragraph 9(a) states that, as far as St Helena is concerned, there would be an effect on the aid bill. What would that effect be?
5. In the light of your comments, I will consider the recommendations again.
