Mr Garel-Jones has seen Mr Paul's submission of 25 April. agrees with Sir John Coles' comments and considers it is absurd try to "smuggle" St Helena through under the counter. The Minister thinks that it would be best to say that we will examine the impact on all dependent territories, and then let St Helena off the hook.
