I submit a draft reply to a letter from George Foulkes MP dated 19 August about the phasing out of the Special Work Permit Quota Scheme for workers from Dependent Territories, and the particular effect this will have on St Helena. The draft has been seen and agreed by the Home Office and Department of Employment.
