1.

The Department of Employment have reviewed TWES and they have asked if we wish to comment on their consultative document which is attached.

2. The changes include a broadening of the source countries for trainees away from just developing countries. This is proposed particularly with the needs of Central and Eastern Europe in mind. Other changes are designed to ensure that the training and work experience leads to qualification or skills improvement and to simplify the procedures for UK employers.

3. If Departments have comments they would like passed to DEMP please let Mr Stephens, MVD, CL 420, have them by 16 July. Nil returns are not required.

This should have no adverte effects

on Hry Kay paricipants. The danges are mostly designed to:

simplify the bureaucratic proceedures (which should benefir HK alsy with everyone che); 2) ensure that training leads to qualifications, and

3) extend training to at any countries not

just developing countries.

I suppose the other major implication for He is that there will be no change to the ride that Tanks does not

count towards naturalisation as a UK extizen. In 7/6
