We are not entirely clear why you are so unhappy about this but if you cannot accept our proposed formula perhaps something on the following lines would meet your concern.
"The Dependent Territories work permit quota recognises the UK'S special responsibilities for
for the Dependent Territories. It is however, inconsistent with the immigration policy that people from overseas should only be able to come to the UK for employment if they have scarce skills which are not available in the resident labour force. In view of the introduction of the scheme to grant British citizenship to 50,000 Hong Kong families the Government does not believe that an allocation of special permits enabling people from Hong Kong to work in the UK outside the normal arrangements is any longer justified."
If this general approach is acceptable we might need to look more carefully at the drafting. If not perhaps we could look to you to suggest an alternative explanation.
