The phased approach would enable the individuals and organisations concerned to adapt to the change of policy.

5. I am well aware that, as far as WIAD is concerned, it would be your strong preference for the "WIAD" part of the quota to continue indefinitely. But I very much doubt if the

Home Office would tolerate that. I am sure that, once the Hong Kong part of the quota was abolished, it would only be a matter of time before the rest of it went as well.

The Department of Employment are well aware that the decision to phase out the quota would be badly received in the Dependent Territories in your parish, particularly St Helena. In order to sweeten the pill, they would be prepared to agree to increase the places available to people from St Helena under the existing arrangements for employment and training in the UK, thereby meeting in another way the main source of demand (outside Hong Kong) for places under the Dependent Territories Work Permit Quota.

7. As I mentioned on the telephone the other day, this is a matter which Lord Caithness and Mr Lennox-Boyd will wish to consider together. I suggest we aim to produce between us an agreed submission to both Ministers, which could form the basis of further discussion.
