The Islanders would interpret abolition as a further reduction in St Helena's status in HMG's eyes. They would be particularly aggrieved because the scheme does not cost the British taxpayer a penny (since the costs of all St Helenian domestic staff are met by their employers), nor does it contribute to net immigration, since all those entering the UK under the scheme are permitted to stay only for a limited period.

Although it is reassuring that the Department of Employment have indicated their willingness to try to accommodate St Helena's need by alternative means, I would like to see first how they could do so. Meanwhile I believe it important that we should resist the Home Office's attempts to abolish the scheme which one can argue runscounter to natural justice in St Helena's unique circumstances. I should welcome an opportunity to comment on your draft submission.
