reduction over five years ending 1995. It seems to us that the most straightforward means of achieving this would be to reduce the quota on a strictly proportional basis beginning with the full quota in 1991 and reducing that for Hong Kong by 30 for each subsequent year and that for the remaining dependent territories (in practice St Helena) by 10. The numbers in the final year, 1995 therefore would be 30 places for Hong Kong and 10 places for the other dependent territories.
