VISIT OF THE HOUSE OF COMMONS SELECT COMMITTEE ON TRADE & INDUSTRY (SCTI)

1.

You will know that the SCTI has decided to visit Hong Kong, China and Taiwan from 29 February to 12 March. To help you prepare for this visit I enclose

for letter from the Cleak, hojather with:

(i) Guidance notes on Parliamentary Select Committee Visits Overseas;

(ii) Memorandum of Guidance for officials appearing before Select Committees;

(iii)

Private Secretary Circular '0' 6/87.

2. It is important that those responsible for the organisation of the programme, and who will come into contact with the Committee, should be conversant with the contents of (i) above, and be familiar with DSP Political Volume 2 Part 1 chapters 8 and 9. You will already be aware of the considerable importance in terms of our relations with Parliament which Ministers and the PUS attach to Select Committee visits abroad.

3. The Committee will not take formal evidence during its visit. All discussions will therefore be conducted on an "off the record and unattributable" basis although the Clerk may wish to keep a note of points raised upon which to draw when drafting the final report. Committees generally welcome the provision of any background information posts feel they might usefully see, before starting their visit.

Composition of the Committee

4. You will see from the Clerk's letter that the final party is not yet known, but we will keep you advised, and nearer the time we shall send CVs of the Members travelling. Please note that the Clerk and his Assistant should be included in all aspects of the programme, including any entertainment.
