1. Mr Alistair Goodlad MP, Deputy Chief Whip, has apparently spoken to both the Secretary of State and Lord Caithness about the possibility of his visiting Hong Kong at Easter to do good on our behalf - providing that his fare was paid. I know that he has a son in Hong Kong whom he wishes to see, but I think there could be some advantage in a visit.

I submit a draft telegram to Hong Kong, to see if we can get Hong Kong to pay. If Hong Kong will not do so, would Ministers wish me to provide for this out of my Programme Budget?
