Conservative MPs

David Martin newly appointed PPS to Douglas Hurd, Secretary of State for Foreign & Commonwealth Affairs. No record of previous visit to HK;

James Arbuthnot newly appointed PPS to Peter Lilley, Secretary of State for Trade & Industry. No record of previous visit to HK;

Graham Bright newly appointed PPS to John Major, Prime Minister. Visited HK on a private basis in September 1983;

John M Taylor Expressed interest in visiting HK. Worth cultivating in view of his position as Government Whip;

Sir John Wheeler Chairman, Home Affairs Select Committee. Influential backbencher. Invited

visit before the Nationality Act was passed but could not undertake it due to other engagements;

Reserves (in order of priority)

Nigel Forman Member of FAC. Joined after the inquiry into HK to replace Ian Taylor. Visited HK in August 1977 en route to China as member of the Conservative Party Delegation. No record of recent visit;

David Sumberg - he resigned as PPS to Attorney General (Sir Patrick Mayhew) in late 1990, not on unfriendly terms. It was simply due to the fact that he needs to devote more efforts on constituency matters. Invitation was issued to him last financial year. All along he has maintained his interest in visiting HK but has not been able to do so. Still wished to be included in the next financial year 91/92 and has recommended two others (Ian Twinn and Tony Favell) to take part in a joint programme;

PPS to David Trippier, Minister for the Environment & Countryside. Expressed keen interest to know more about HK;

Tony Favell former PPS to John Major. He is Major's favourite. He resigned in October 1990 when UK announced her decision to join the ERM but still on friendly terms with Major. A valuable contact for cultivation;

William Hague - PPS to David Mellor, Chief Secretary to the Treasury. Member of Standing Committee on BN (HK) Bill 1990. A potential high flyer. Noted that he visited HK on

on a private basis during 9-11 April 1990. Worth to be put on our list for consideration.

Martin Brandon-Bravo - Former PPS to David Waddington (Home Secretary). Visited HK in January 1990. GH said he should
