DISSIDENTS?

Immigration policy a matter for Hong Kong Government.

Hong Kong Government staunchly upholds the right of Hong

Kong residents freely to express themselves, within the law.

But as the HKG has stated on several occasions it does not

want Hong Kong to be used as a battlefield for other peoples political battles.

HONG KONG GARRISON

HMG committed to keeping adequate defence forces in Hong

Kong. Need to tie in carefully the gradual withdrawal of

the garrison and the Police takeover of certain garrison

duties.

- Forces proved their worth recently in rescue operation for

oil barge in trouble in South China Sea.

(Defensive) Discussions are continuing with the Chinese

over their defence requirements in Hong Kong.

CIVIL SERVICE

- Believe Hong Kong is well served by its civil service.

Only natural that there will be ups and downs in morale but confident that this has not affected efficiency.
