CONFIDENTIAL
Background
1.
Mr Foulkes has asked a number of questions on Hong Kong, and took a leading role for the Opposition during the
passage of the British Nationality (Hong Kong) Act 1990.
The PQ office at No 10 tell us that they have a standard
reply for questions involving Prime Ministerial meetings
with private individuals.
2.
The Prime Minister and the Foreign Secretary attended a
dinner arranged by the prominent businessman Mr Algy Cluff
and hosted by Mr Li Ka-Shing on the evening of 5 September
during the Prime Minister's visit to Hong Kong. Others
present were Mr C H Tung, Mr David Tang, Mr Thomas Chen,
Mr Simon Murray and the Hon Michael Kadoorie. We understand
that Mr Graham Bright MP was also present. We do not know whether any No 10 officials participated.
I attach copies of Mr Foulkes' recent PQs on Hong Kong and Dod and Parliamentary Profiles entries.
