Notwithstanding these remarks, the main thrust of my letter of 10 September was that the Treasury should have been consulted on this brief. If there had been consultation, Treasury, ECGD and DTI concerns could have been discussed in a sensible manner (possibly over the telephone) and a form of words agreed which was acceptable to all concerned. It must, it seems to me, be sensible to consult in this way when giving the Prime Minister a line to take on the availability of cover for huge' projects where agreement to cover goes well beyond ECGD's delegated authority.
