This makes no sense: pensions are paid for out of general revenue; the full pension liability is about HK$120 bn.

Morale in the civil service is still low, although this has not affected efficiency. The Royal Hong Kong Police are currently under-strength, but earlier

recruitment difficulties have lessened. A stable and

effective Police Force will be vital in the run-up to

1997, but local officers may be concerned about victimisation post-1997 and expatriates may wish to start

another career.

If raised, the Prime Minister could say:

Hong Kong well served by its civil service:

efficient and well-motivated.

- Know that there are some morale problems with civil service and police, as in any organisation, but this does not affect efficiency.

Need to pay special attention to police force; force

under strength now. Good police force essential to Hong Kong's stability.

(Pensions) Understand concerns of local officers.

Know Hong Kong Government looking at ways to meet

concerns. But Joint Declaration guarantees that pensions and gratuities will be paid on terms no less favourable

than before.
