Scene-Setting Telegram

My letter of 23 August said that we were expecting a scene-setting telegram from Hong Kong. I now enclose a telegram on the public mood and the economy from the Acting Governor Sir David Ford.

I also enclose further brief personality notes on other people whom the Prime Minister will be meeting, and the latest versions of the programmes for the Prime Minister and Mrs Major.
