Our own experience with the list handed over during the Secretary of State's visit, and the experience of others eg the US, does not suggest this is a productive route, other than to signify clearly to the Chinese that people outside are monitoring closely their actionf. There may however be a case for the
Secretary of State referring to the earlier list and his disappointment at the eventual Chinese response (see para.
below).

7. We might offer the Chinese practical help eg training for lawyers or for administrators in the judicial system (presumably this would have to be through FCO SAS?).
8. A separate issue is on what occasions we raise these concerns.
It seems clear that it will be necessary for the Prime Minister
to speak at least in general terms to Li Peng on them. But if, as is possible, there is to be a separate bilateral between the
Secretary of State and Qian Qichen, this might be the occasion
