to give a boost to British commercial objectives; to advocate continued improvement in the

investment environment for foreign firms, and in Protection of intellectual property rights (possibly as a quid pro quo for further UK ald);

to encourage genuine Chinese participation in

international cooperation on non-proliferation and

controls on conventional erms transfers (including MTCR); to reaffirm China's crucial role in global environment management;

to reiterate British Interests in commercial / economic dealings with Taiwan, including air services (while reassuring the Chinese about no

political contacts); 7

to flag up our concerns on human rights and on Tibet (possibly pressing for meetings between special representatives to discuss human rights issues) to encourage the Chinese leadership to recognise the attractions of adhering to International norms of good governance as a means to full Integration into the international community; to offer assistance with training, eg of lawyers and civil servants;
