The Prime Minister could say:

LegCo elections a landmark in development of representative government. Hope for large turn-out.

(Defensive) Electoral arrangements a matter for HKG. Confident they will be fair and orderly. HKG will review

afterwards and consider any need for change.

(Defensive) It remains our policy to try to persuade the Chinese to accept a faster pace of democratisation,

in line with Hong Kong opinion.

(Defensive) Do not think it sensible to press the issue now, just before the elections. Better to give the new LegCo time to settle in.

(If pressed) I told Premier Li Peng that in due course we would want to discuss a range of issues

concerning the 1995 LegCo elections.

Chinese "recognition" of OMELCO (Defensive) We

discussed this in Peking, urging the Chinese to improve

contacts.

ExCo appointments (background only)

It is increasingly difficult for the Governor to find good people to serve on ExCo: both the work-load and the political pressures are mounting. Five or six of the present members are leaving this summer (for a variety of

reasons). Decisions on new appointments, likely in

October and December, will be quite delicate. There is a
