1. Mr Gass has asked me to recast the draft letter submitted by Mr Paul:

to emphasise the need to put dates soon to the Chinese;

to draw more attention to the two problems of the Diaoyutai and the guard of honour; and

(c) to omit the passages about objectives and tactics, which

can be pursued later.

I now submit a redrafted PS letter to No 10. This also takes

account of the latest news, that the Prime Minister will not be able to visit Hong Kong on the way into China.
