build a Consulate-General on the Colvin House

site.

This proposal has been lodged with the Chinese for over six months. The Foreign

Secretary raised it in Peking in April and received a politely non-committal reply. planning for the Consulate-General to be ready by

1997 depends on our getting Chinese agreement soon. It may not be possible to reach a solution

in the time available, although the most recent

indications from Hong Kong are that the Chinese

will make an effort to resolve this question

before the visit. Hitherto, they have appeared to be seeking to make a linkage with a resolution of the defence lands issue;

to give renewed impetus to the work of the Joint

Liaison Group (the next meeting is on 24 - 26 September), in particular in the fields of air services and the Court of Final Appeal.
