As you know, we have written to No 10 about arrangements for the Prime Minister's visit to Peking and Hong Kong. One of the points we made was that Andrew Burns would be on leave and the Foreign Secretary hoped that No 10 would not want to call him back off leave. Sir Percy Cradock has said that he thought we should include among the Prime Minister's accompanying officials one of the experts who had been doing the actual work on the airport agreement. This points to

Alan Paul. I have spoken to him at home. He is prepared to join the party in Peking on 2 September.

You will presumably want to clear lines with Tony Goldsworthy and the Governor in Hong Kong. We should then let No 10 know through a PS letter.
