mood in Hong Kong is the Governor's telno 957 of

27 March, setting the scene before the Foreign

Secretary's visit. I enclose a copy.

I also enclose a

summary assessment of the outcome of that visit and a copy of the Foreign Secretary's reply to a PQ on the

subject on 15 April.
