Thank you for your telephone call on Wednesday, 6 March. I would just like to confirm that my main interest is in the Fersonal Social Services and not Social Security. Given that I shall only have a few days in Hong Kong I think I should confine my discussion/visits to two areas:

probation services and non-custodial methods of dealing with offenders;

community care (ie outside hospitals and residential homes) for elderly people.

My interest in probation and criminal justice matters may appear unusual given my location in the Department of Health and Social Services but may be explained by the fact that in Northern Ireland the Social Services Inspectorate serves not only DHSS but also the Northern Ireland Office in respect of probation services and criminal justice matters relating to children. In London these functions would be carried by two Inspectorates, ie the Social Services Inspectorate located in the Department of Health and Her Majesty's Inspectorate of Probation Services located in the Home Office.

I hope this will narrow the field sufficiently.
