2. Hong Kong's economy is based on a commitment to market mechanisms and free enterprise. Its principal natural asset

is its sheltered deep water harbour. It has a substantial

and progressive manufacturing industry, relying almost

entirely on imported raw materials, and has resumed its

traditional role as the commercial centre for exports and imports to and from China. Hong Kong must, of course,

revert to China when the lease expires in 1997, but the Joint Declaration provides for Hong Kong's capitalist system and way of life to continue for at least 50 years.
