PS/Lord Ferrers (Home Office) has sought clearance for Lord

Ferres to visit Singapore and Hong Kong between 31 December and

8 January.

Recommendation

2. I recommend that clearance be given, and submit a draft reply from APS to PS/Lord Ferrers.

HKD agree.

Background and Argument

3. The proposal that Lord Ferrers make a visit, to study aspects of

policing, has already been put to both Hong Kong and Singapore.

Hong Kong is arranging a visit programme accordingly. Lord Ferrers is stopping over in Singapore en route, on 1 and 2 January. Since New Year's Day is a public holdiay there, his programme in Singapore will be limited to 2 January, with little formal involvement, if

any, by Singaporean Ministers. PS/Lord Ferrers is aware of this.
