the modalities for returning those illegal immigrants who

arrived in Hong Kong before 29 October 1991 continue.

Since the announcement of the ORP, not only have the numbers of Vietnamese arriving in Hong Kong dropped

dramatically but the numbers volunteering to return to

Vietnam have also increased. The British and Hong Kong

Governments hope that the vast majority of Vietnamese illegal immigrants will volunteer to return to Vietnam.

further repatriations of those who do not volunteer will be

necessary.
